Obama calls on Democrats to back `historic` climate change bill
Capitol Hill officials are cautiously optimistic the Waxman-Markey climate change bill will be passed by the House of Representatives this Friday, after President Obama used a press conference to call on wavering Democrats to back the controversial legislation.
Praising the `historic` bill, Obama said the new legislation, which includes binding emissions caps as part of a nationwide cap-and-trade scheme, would lead to a `transformation that will reduce our dependence on foreign oil and confront the carbon pollution that threatens our planet`.

Scotland’s climate law sparks hope for good Copenhagen deal - WWF
Scotland’s decision to cut its emissions by 42 percent by 2020 and by 80 percent by 2050, on 1990 levels, sets an example for developed countries and sparks new hopes that world leaders would be able to agree on a successful climate change deal in Copenhagen, WWF said.
Through its ambitious announcement, Scotland becomes the first developed country to meet the demands of science and developing nations, which want the richer countries to take responsibility for bringing the world to dangerously high emission levels.
