1st Response is a unique, one-day course designed and developed by Emergency Responders from NCEC together with Responsible Care experts from CIA (the Chemical Industries Association) and leading hazardous materials experts from the Fire and Police Services. There is no other course that brings together such practical and up-to-date content, training you in what the Emergency Services expect from you during a chemical or hazardous goods incident, as outlined by the Emergency Services themselves.

Would You Know How To Do This?
During an incident, the Emergency Services will need to talk to you about your products and their associated hazards, as well as other response issues. You will be expected to provide rapid and precise answers to their questions in a language that they understand.
This may sound simple, but it requires a carefully planned infrastructure and a guaranteed accurate response. Uniquely, the Hazmat 1st Response course will also allow you exclusive access to the NCEC Hazmat Forum, where you will be able to communicate with experts in the field, as well as submitting questions to our leading trainers.

The One-Day Course Comprises Of A Series Of Sessions
Session 1
An overview of the UK response arrangements - outlining the principles of emergency response; a more in-depth look at initial (Level 1) response.
Session 2
An outline of the Fire Service and other organisations’ roles at an incident, so that those involved in response ends up talking the same language.
Sessions 3,4 & 5
A detailed look at the Hazchem and Kemler systems and how they are used at an incident - delegates take part in a desk-top exercise involving a bulk tanker incident, with a live link to a chemical industry first responder.
Session 6
Placards, Tremcards and Labels
Session 7
How to read an SDS to find the vital information needed to help the emergency services
Session 8
The types of questions posed by the Fire Service and how these should be answered.
Session 9
A closer look at the requirements of Level 1 (first) response and the needs of the initial responder
Session 10
An exercise involving packaged goods to show how information develops during an incident.
Sessions 11 & 12
The Chemical Industries Association criteria for sound first response, exploring the infrastructure and the resources needed by a Technical Adviser to fulfil their obligations.
Session 13
What to do if the incident escalates beyond Level 1.
Session 14
The need for training and continuous measurement of performance.

The 1st Response Course Defines Two Types Of Responder
Initial Responder: the person who actually answers the emergency call, e.g. a switchboard operator, security gate personnel or shift chemist.
Technical Adviser: the person who actually talks to the emergency services and answers their questions about the product involved in the incident (this might be the same person as the Initial Responder). Although aimed primarily at the Technical Adviser, 1st Response specifically includes a section on how the Initial Responder should react to an emergency call, the resources they require, what training they should be given and how to pass on a call - helping them respond effectively.
