• Development of documents substantiating the volumes of emissions of pollutants into the air from stationary sources for enterprises, organizations and private entrepreneurs; • Inventory of air pollutants emissions from stationary sources; • Preparing, maintenance support of documentation for receiving a Permit for Emissions of Pollutants into the Air from Stationary Sources (PEPASS) *, issued by the Departments of Environment and Natural Resources of the regional state administrations of Ukraine; • Development and registration of dust and gas cleaning equipment passports; • Monitoring of the dust and gas cleaning equipment effectiveness; • Quality control of the implementation of projects of Maximum Permissible Emissions (MPE); • Calculation of fees for environmental pollution (environmental tax) on the basis of amount of emission of pollutants into the air.

The Cabinet of Ministers of Ukraine (CMU) Decree No. 302 of 13.03.2002 “On Approval of the Procedure for Implementation and Funding for Issuance of Permits for Pollution Emissions into Ambient Air from Stationary Sources and Registration of Enterprises, Institutions, Organisations, and Individual Entrepreneurs Subject to Such Permits” lays out the underlying principles of the regulatory framework in air protection.

Permit for Emissions of Pollutants into the Air from Stationary Sources (hereinafter – PEPASS) is issued for 5 years up to indefinite duration, it depends on the category of the enterprise.

Inventory of air pollutants emissions from stationary sources is conducted according to the Instruction dated February 10, 1995 No. 7, using which is required for the inventory of pollutants emissions by industrial associations and enterprises, organizations and institutions that have emissions of pollutants into the atmosphere.

Inventory includes a description of the manufacturing's technology, the characteristic of dust and gas cleaning equipments, determine the parameters of stationary and fugitive emission sources and also determine the quantitative and qualitative characteristics of emissions.

Emissions into the atmosphere from enterprises's stationary sources can be carried out only with obtaining permit issued by the Departments of Environment and Natural Resources of the regional state administrations of Ukraine with the approval of the territorial body of the specially authorized central executive authority on health issues.

In accordance with the Order of the Ministry of Environmental Protection dated March 09, 2006 No. 108 on approval of instructions Regulations on general requirements for documentation, which substantiate emissions, for permission emissions of pollutants into the atmosphere from stationary sources for enterprises, institutions, organizations and private entrepreneursdocuments in which amounts of emissions are substantiated to obtain the permit for emissions of pollutants into the air from stationary sources for enterprises, institutions, organizations and individuals-entrepreneurs (hereinafter – the documents which substantiate emissions) are an integral part of an application form for obtaining the PEPASS (Section 1.3).

Documents substantiating emissions amounts are performed according to the requirements of the State Sanitary Norms of atmospheric air protection of populated areas (from pollution of chemical and biological agents), approved by the Ministry of Health of Ukraine dated July 09, 1997 No. 201 (hereinafter - SSR-201- 97), and State Sanitary Norms of planning and building of settlements approved by the Ministry of Health of Ukraine dated June 19, 1996 No. 173 and registered with the Ministry of Justice of Ukraine dated july 24, 1996 N 379/1404 (hereinafter - SSR-173-96) (Section 1.8).

- a copy of the master plan. The scale of 1:500 or 1:1000;

- a copy from the Unified State Register. (Statistical Service);

- a copy of a gas boiler (or other equipment which is a stationary emission source) passport;

- amounts of consumption of natural gas (or other fuel) for the last year - m3/year;

- height and diameter of a chimney;

- Background concentrations and meteorological characteristics.
