Groundwater protection has become an important part of municipal planning and engineering because of the risk of contamination to sensitive aquifers, their value as a resource and the high cost of groundwater remediation. Delineating wellhead protection areas (WHPAs) is a common method of protecting regional aquifers by applying zoning regulations to restrict industrial activity within them. The USEPA has detailed a methodology for delineating WHPA boundaries, but many of the proposed techniques do not provide the best alternative when compared using risk-based decision making.
