WHAT ARE NAAQS?
The Clean Air Act (CAA) requires the EPA administrator to set NAAQS for a handful of ubiquitous pollutants, including PM, to protect public health and welfare. Primary NAAQS are set at the level that, in the judgment of the EPA administrator, is requisite to protect the public health with an adequate margin of safety. Secondary NAAQS are set at the level that, in the administrator’s judgment, is requisite to protect public welfare from known or anticipated adverse effects.
