Malcolm Pirnie, Inc. developed a 25-year plan for re-capitalization of Hartford, Connecticut’s four water pollution control facilities operated by the Metropolitan District Commission (MDC). The plan consisted of developing a web-based inventory and assessing the condition of existing wastewater treatment plant assets to establish a priority ranking system for rehabilitation, replacement, and recommendations for phased implementation with costs. Overall, 400 equipment assessments were conducted and 99 rehabilitation / replacement projects were identified and consolidated into 27 contracts within a five month period in 2005. Malcolm Pirnie’s Red Oak Consulting Division (Red Oak) used the contracts to prepare cash flow projections utilizing its financial decision support model. This paper will focus on the steps to prioritize our recommendations.
