Needs related to exergy and its use are described. These needs exist despite the potential benefits of utilising exergy, which are described in Part I of this article, and apply to engineers and scientists as well as industry, the public, the media and government. The needs include applications of exergy to efficiency, economics and the environment and, more broadly, to (a) industrial productivity, competitiveness, design, and economic development, (b) government policy, and (c) societal benefits. These need be addressed so that better decisions about energy can be made, including a role for exergy in government policy, which impacts the choices made for energy technologies, sources and systems. The results are expected to be significant since, to obtain the greatest benefits of exergy, the benefits must be clearly understood by experts and non-experts in the public, the media, industry and government, and the needs must be recognised and addressed.
