Bioterror Worries Spark a New Wave of Safety Regulations

Food Safety is a key element in the war on bioterrorism. The Public Health Security and Bioterrorism Preparedness and Response Act, enacted in June 2002, specifically requires food facilities to register and to provide the U.S. Food and Drug Administration (FDA) with “prior notice” of imported food shipments.

On Oct. 10, 2003, FDA issued interim final rules governing the registration of food facilities and prior notice of imported food shipments (68 Federal
Register 58894 and 58974). The administration’s enforcement of these provisions is expected to become tougher this spring.
