Calculating Potential to Emit - Clear as Mud?
Potential to Emit (PTE) calculations can be confusing, time consuming, and at times, even a frustrating task. The PTE of grandfathered units, units that can be used for a variety of purposes, and units that can utilize a wide variety of raw material can be difficult to calculate. Guidance for calculating PTE can be found in many places, including EPA memos, the New Source Review workbook, and previous state and EPA determinations. This paper reviews the various guidance available and summarizes the tools for calculation of PTE.
