A spill of 2500 gallons of fuel oil occurred at this Connecticut facility when a normally open valve was inadvertently closed during filling operations. The fuel seeped into earthen floor of the containment area and surrounded the saddle wall footings. Groundwater, present at a depth of 5 feet, stopped the downward migration of the fuel and became contaminated.
