In the region around the Salvadorian capital La Paz, municipalities have formed a working association that cuts across party political boundaries. The waste forced them into a coalition. But other local tasks still await proper attention.

The Salvadorian Amilcar Aguilar knows what he wants. At 30 years of age the primary school teacher set his sights on
becoming mayor of his local municipality. He made it at the first attempt. Now, at 40, he has been successfully re  elected three times. At the last election, no less than 90 percent of the 16,000 inhabitants of the electoral district of San
Rafael Obrajuelo voted for him. Many of those his age have emigrated to the USA. Amilcar resisted the temptation and stayed put.
