Disaster management plan agriculture

The municipality Amt Neuhaus spreads out on the right bank of river Elbe. The region is characterized by agriculture, especially grassland farming in conjunction with animal husbandry. The area is low-lying and has a potential flood risk. The floods in 2002, 2006 and 2011 endangered the stability of dykes and therefore the security of people, livestock and material assets.

In 2002 the situation was so dangerous that evacuation of livestock was ordered. A lot of organisation had to be done in a short amount of time and under big pressure. Problems during the evacuation illustrated the need of a disaster management plan. Lüneburg, which is the capital and the county Amt Neuhaus belongs to, has a complex disaster management plan. It covers primarily measures to protect people. By the Chamber of Agriculture there is no plan known, which considers the needs of agriculture, especially livestock evacuation. Within the scope of SAWA such a plan has been developed for Amt Neuhaus. In case of emergency the plan is ready for use and can help to rescue livestock more easily.
