EEB Briefing for the Second reading in the EP on the Aarhus Regulation for the EU Institutions

With its Common position the Environment Council has substantially weakened the Commission proposal for an Aarhus Regulation for the EU Institutions and Bodies, and has ignored many of the amendments the EP put forward in its first reading, April 2004. If the Common Position remains unaltered, the Regulation will be in violation with the Aarhus Convention, and the ratification by the European Community of this Convention, done in February this year, will appear unjustified.

We appreciate the report of your Rapporteur, Mrs. Korhola’s, but we consider her proposals for the first reading as insufficient to ensure that the Regulation effectively implements the Aarhus Convention to EU Institutions and bodies. The EEB calls upon you to agree on additional amendments.
