EEB Comments towards EU action on the 10 year Framework of Programmes for Sustainable Consumption and Production (the Marrakesh process)

For an effective European contribution to the Johannesburg Plan of Implementation (JPOI) objective of Sustainable Consumption and Production (SCP), it is necessary to remember that the basic demand is for ‘social and economic development within the carrying capacity of ecosystems’. Carrying capacity of eco-systems is not easy to define, but it is necessary to start with this principle to frame the dimension of changes needed in the functioning of our economic system in order to achieve sustainable production and consumption patterns.

Furthermore, it must be clear that, for Europe, we need to take into account two geographical dimensions. Not only we should look at the carrying capacity of Europe’s eco-systems (regional, sub-regional and national), but also at the European impact on eco-systems in other parts of the world. European governments and its regional institutions (EU, UNECE, with assistance of UNEP and others) should work hard to get closer to a concrete definition of the relevant carrying capacities and the necessary dimension and nature of the eco-efficiency policies for implementation.
