Valero Refining Company - California has numerous obligations: company policies, construction and operation permits, and OSHA regulations. For their Title V permit they also report to the EPA and the local air district. Many of these citations and requirements are related, and some even overlap. By going through and consolidating all of the obligations for a facility, many citations and requirements are satisfied with just one task.
If the obligations had not been consolidated, the same tanks would need to be inspected multiple times: once per year for federal regulations, twice per year for air district obligations, and quarterly for Title V Permit conditions.With these obligations consolidated in the Enviance System, a single requirement to inspect the tanks quarterly satisfied all parent obligations – 4 inspections, rather than 7 every year.
With an impending new Title V permit, Valero Refining Company - California was looking for the best way to manage their tens of thousands of different citations, requirements, and compliance obligations. To assure compliance, the Enviance System was implemented and went live in April of 2004.
All of the organization's compliance data was bulk-loaded into the System, allowing it to be available in two weeks. Fifty users were trained in positions ranging from wage earners to executives. The System was easy to understand for all personnel and Valero Refining - California experienced a high user acceptance rate. Efficient processes saved time for everyone and made it easier to verify compliance.
The Enviance System allowed Valero Refining Company - California to certify confidently. Their System provided a task history that showed task findings, as well as all underlying citations and conditions that a task satisfied. And, because conditions change over time, all records are date-stamped. The System also allowed searching and auditing – all with just a few keystrokes. At any time, the organization was able to verify compliance by confirming that their requirements had been satisfied.
Obligations and requirements will inevitably change, so Valero Refining Company - California used the BNA integration with Enviance to monitor regulations in real-time. This feature allowed users to place bookmarks in federal and state regulations. When regulatory changes occurred to these sections, users were notified via the Enviance System Message Center, and were able to evaluate whether requirements and compliance tasks needed to change as well.
Valero Refinery Company - California has consolidated all of the obligations at the Benicia refinery. After consolidating requirements at one facility, it was easier to consolidate and maintain an evergreen System enterprise-wide, leaving every facility with the same efficient processes and accountability.
