ETI Enterprise Software Streamlines Operations and Saves Money at One of the World`s Largest Oil Refineries

The Challenge:

A joint venture between Lyondell Chemical Company and Citgo Petroleum, LYONDELL-CITGO Refining LP is a full conversion, integrated refinery that is able to process approximately 250,000 barrels per day of very heavy Venezuelan crude oil into products including gasoline, jet fuel, sulfur, petroleum coke and lubricants. LCR's Houston operation consists of about 1,100 employees and is subject to Texas Air Regulations (Reg. V), HON, NSPS, NESHAP and a flexible operating permit.

For years the company used its own internal solutions to address Environmental, Health & Safety (EH&S) and Contingency Management requirements. These solutions consisted of numerous databases that allowed them to perform applicable calculations, store composition data and document all source dispositions. However, these non-commercial applications lacked integrated query functionality, and tasks had to be maintained and managed on an individual basis. And most important, these solutions did not provide detailed information on applicability, as Title V requires.

The Solution:

LCR has replaced 31 existing information systems with Essential EH&ST in its new Site-Wide HSE Analytical and Reporting Project (SHARP). The company has already installed Essential's Water, Waste, Air, Inventory, MSDS Manager, Industrial Hygiene and FEMS modules. Its most recent implementation was of Essential's new Compliance Management solution. Company officials say the solution was selected after a considerable amount of research because it best addressed the company's functionality needs.

The Results:

When fully implemented, Essential Compliance Management will be able to:

  • Maintain manageable records of identified emissions sources and their property database.
  • Record federal, state and local applicability information and compliance requirements for each source.
  • Establish tasks associated with each individual requirement and assign a responsible individual.
  • Track task status.
  • Track history report of rule, source and task changes.
  • Generate applicability reports that can be used for Title V applications.
