Evaluation of soil protection aspects in certain programmes of measures adopted by member states

The Communication ‘Towards a Thematic Strategy for Soil Protection’ (COM 2002/179 final) paved the way towards a common EU soil policy. In addition, the Commission commented on the inter-relationship of soil protection with other areas of Community policy (the Nitrates Directive and Water Framework Directive, the Air Quality Directive, the Common Agricultural Policy, Transport Policy and Research Policy). Hence, attention is also paid to measures already taken by and within Member States to evaluate the current integration of soil protection objectives into several areas of EU policy.

A Proposal for a ‘Directive of the European Parliament and of the Council establishing a framework for the protection of soil and amending Directive, 2004/35/EC’ was presented by the Commission on the 22nd of September 2006. The aim of the Directive is to ensure the protection of soil, based on the principles of preservation of soil functions, prevention of soil degradation, mitigation of its effects, restoration of degraded soils and integration into other sectoral policies by establishing a common framework and actions.

The objective of the contract is to carry out an analysis of certain measures adopted by the Member States (EU-25) in plans and programmes pursuant to Community and international legislation including the Water Framework Directive (WFD), Cross Compliance (CC) und United Nations Convention to Combat Desertification (UNCCD).
