Facilitating Uptake of Environmentally Sound Technologies: The Role of Environmental Decision Support Tools

The environmental performance of environmentally sound technologies (ESTs) is not well understood, reducing the quality of decision making. This is largely due to the inadequacy of information, limiting the usefulness of the decision support tools used to quantify and compare the relative merits of ESTs and their use in development projects and investments. The shortcomings are an even greater problem in the context of developing countries, given the complexity of factors that influence and determine their investment decisions.

This paper provides policy makers, planners and managers in local government and other organizations with a user-friendly description and evaluation of the comparative advantages of a suite of tools that can improve the environmental outcomes associated with their decision making related to technology investments and operations. The aim is to facilitate the assessment, uptake and sustained use of technologies that have the potential to deliver improved environmental performance relative to other choices.
