Background and policy
International policy
The greenhouse gases addressed by the United Nations Framework Convention on Climate Change (UNFCCC) include several groups of fluorinated gases, the so-called F-gases. Hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), sulphur hexafluoride (SF6) and nitrogen trifluoride (NF3) are covered by the Kyoto Protocol and are also included in the European Union's commitment under the Paris Agreement. The majority of these F-gases have very high global warming potentials (GWPs).
As a result of the phase-out of ozone-depleting substances (ODS) under the Montreal Protocol and Regulation (EC) No 1005/2009 (1) on ozone-depleting substances, certain F-gases came into use for the replacement of ODS. The use of F-gases in many different applications has been increasing and has considerable potential for growth. F-gases accounted for approximately 3 % of overall greenhouse gas emissions expressed in GWP in the 28 Member States of the European Union (EU) in 2014 (EEA, 2016b), and this proportion continues to increase
