XCG Consultants Ltd., was retained by Indian and Northern Affairs Canada (INAC) and the Ontario First Nations
Technical Services Corporation (OFNTSC) to prepare a guidance manual for First Nations wastewater treatment
plant monitoring. The Guidance Manual was prepared to provide Ontario First Nations’ Wastewater Treatment Plant
(WWTP) management and operations staff with guidelines for designing and implementing an effective sampling and
monitoring program for process operation and performance monitoring. It also was designed to help ensure due
diligence in the protection of aquatic life and the aquatic environment on and off reserves.
The sampling and monitoring programs were developed based on best practices, and Federal guidelines and
Ontario Ministry of the Environment, Certificate of Approval, compliance monitoring requirements for similar facilities in
Ontario. Effluent limits were established based on Federal and Provincial guidelines. Sampling protocols, procedures,
data handling and reporting, and laboratory selection procedures were developed based on experience in sampling and monitoring programs. Costs of sampling, monitoring and analytical equipment, and laboratory fees have been provided as a guide of potential costs that may be incurred through implementation of a sampling and monitoring program.
