Integrating Risk-Based Renewal Into a Capital Improvement Program

The Dallas Water Utilities (DWU) is currently completing a master plan for the City’s wastewater collection system (MWH and DWU, Comprehensive Wastewater Collection System Assessment, Collection System Master Plan, Draft June 29, 2007). The master plan is designed to:

• Ensure collection system capacity and customer service
• Meet need for sustainable renewal of collection system assets
• Achieve regulatory compliance by reducing, if not eliminating, sanitary sewer overflows (SSOs)

This paper describes the DWU wastewater collection system master plan’s risk-based prioritization and scheduling of the capital improvement program (CIP) to achieve the desired objectives.
