This paper will focus on the demand side barriers to recycling and principally the need for market development in the end uses for recyclables. Market development in recycling industries is an issue receiving increasing attention in the UK. Small and medium-sized enterprises (SMEs)1 need to be engaged in market development initiatives as they will have an important role to play in developing existing markets and also in the radical new approach of identifying and developing a broad range of new, more diverse and higher value uses for recyclate. In response to this need the paper will report on a series of semi-structured interviews with small and medium-sized manufacturing companies within the paper and board industry that operate in sectors that have been cited as potential novel applications for secondary materials or as having the potential for material displacement.
