1.2.5. By 2020, at least 20 additional countries will have adopted and implemented a comprehensive strategic sanitation plan for urban, peri-urban and rural areas. The plan shall include a hierarchy of priorities for subsequent plans of actions to be implemented at national and local levels and shall cover all components of the sanitation chain.

A major cause of poor performance in meeting global and national sanitation targets is poor planning. Most countries have some form of national sanitation plan, but these are rarely comprehensive: many neither fully integrate all the components of sanitation and waste management nor deal adequately with the range of approaches needed in urban, peri-urban and rural settings.
