Opinion: Global Climate Change - A Stern Response?

Two major publications have been published in the last few months. In December2006 the Government issued The Stern Report Review (hereinafter the Stern Review)1 and in February 2007 Working Group I of the International Panel on Climate Change (IPCC) adopted the Summary for Policymakers of the first volume of Climate Change 2007.2 Initial reactions to these reports suggested that the case for human-induced climate change had finally been made to the satisfaction even of economists and the business community – those who might  consider they have most to lose. In the words of some observers, the case was now ‘unequivocal’. It did not take long, however, for counter-arguments to be voiced.
