The first phase of the two-phase Victory Wind Power Project developed by Clipper Windpower with construction starting in April 2006 came online in 2006. The project is located in west central Iowa near the towns of Arcadia and Westside in Carroll and Crawford counties, approximately 70 miles West-Northwest of Des Moines, Iowa. In addition to helping Iowa meet its need for renewable energy, Victory will provide a secondary cash crop for local landowners and will offer rural economic development benefits, including a substantial tax base, and creation of high-paying jobs in construction, maintenance and operations.

The towns of Arcadia and Westside, nearest to the project site, are close to activities and opportunities of several large cities, but have all the advantages of quiet country living.
