Recycling: Has Hong Kong Done Enough?

This paper will examine the issue of waste reduction in Hong Kong. It will critically review the history of waste disposal especially paper recycling. The plight of Concordia Paper Limited, Hong Kong’s largest paper recycler will be discussed in the light of new government policy initiatives outlined in the Waste Reduction Framework Plan 1998-2007. Strengths and weaknesses will be explored and recommendations made. The paper will also look at the proposed implementation of the polluter or producer responsibility schemes in relation to government policy on waste reduction.
