When the Regulation will enter into force?
The Regulation (CE) 649/2012 “Export and Import of dangerous chemicals”, which will replace theRegulation 689/2008 (PIC), will enter into force from 1 March 2014.
What are the changes introduced by the Regulation?
The changes introduced by the Regulation about the import/export of dangerous substances will be the following ones:
- Harmonization of terminology and definitions with those used in Regulation (EC) n. 1907/2006 (REACH) and also in Regulation (EU) n. 1272/2008 (CLP);
- Changes in the timing for the realization of the export notifications;
- Management of the European database on the import and export of dangerous substances; some functions that were previously covered by the Commission are now assigned to ECHA.
Moreover it is important to remember that in the first quarter of each calendar year (31 March, 2014), according to Art.9 of Regulation (CE) 689/2008, it is necessary to notify to the Designed National Authority (for Italy: Ministero della sanità) the quantities of substances, as such or as components of mixtures, which are exported or imported in the calendar year previous to the current year (that is in 2013). These substances are listed in Annex I of Regulation (CE) 689/2008, and the notification can be done using the specific modules.
