In my 16 years of corporate consulting, no other question has been so often run by me. Over my career, I have seen organizations hopelessly understaffed and on a rare occasion, even spectacularly overstaffed.
The common theme in all of these organizations was a general lack of business executive awareness of how to properly staff an EH&S organization. Staffing and organization design are not driven by sales volume and employee population. They are determined by numerous other factors such as those described in this article.
