In order for a state agency to adopt a corrective action program consistent with ASTM Standard E-1739 (Risk-Based Corrective Action Applied at Petroleum Release Sites), a significant number of technical policy issues must be addressed. This is the third phase (or module) of the ASTM RBCA Training Initiative. Mod 1 involves the introduction of RBCA concepts and Mod 2 conveys the technical and scientific background of the ASTM RBCA process. The State RBCA Policy Issues Workbook provides a step-by-step method for a certified ASTM trainer to lead responsible state agency personnel through the complex collection of decisions which must be addressed before a RBCA program can be implemented in a state. It also provides a useful tool for recording decisions made as well as issues raised which require more formal agency action.
