The Water Framework Directive will fundamentally change the way water is managed in the European Union, introducing a new concept of “good status” which incorporates biological, chemical quality and quantity criteria. The directive also aims to reduce (or phase out) emissions, discharges and losses of priority and priority hazardous substances, reduce groundwater pollution and mitigate the effects of flood and drought. To achieve all this, it is all-encompassing and aims to address pollution arising from all sources.

The directive has set a deadline that, with few allowable exceptions, all surface and groundwaters must achieve “good status” by 2015. With ten years to go before this date, should water utilities be worrying now or is there plenty of time to address the issues as they arise?
