We are pleased to welcome you to East Rio Hondo WSC’s enhanced online services. With our online account management and bill payment options, you can pay your water bill simply by using the ERHWSC website.
The enhanced ERHWSC online payment system provides you with the following options:
- Create an Account - To pay your bill online customers will have to setup an account on the new site, just visit www.erhwsc.com then select the View/Pay My Bill and click the CREATE AN ACCOUNT button under the login area at the top of the page. Once you set up your account, you'll be able to view and pay your bill online. You will be able to obtain more information about the site and the new payment portal by clicking the About Paying Online link on the Home page.
- Pay by Electronic Check – Use this option to make a one-time payment using an online electronic check.
- Make a One-Time Payment – This feature enables you to make a one-time payment using a credit/debit card, Visa, MasterCard or Discover.
- Manage Multiple Properties - If you manage several properties you will be able to make payments for multiple properties with a single transaction.
- View Payment Usage and Payment History - You can easily review your payment and billing history online.
- Print or e-mail Payment Receipts – customers will be able to view and Print past payments.
No additional fees will be charged for payments using credit and debit cards. ERHWSC does not accept American Express at this time.In addition to the online payment option, ERHWSC’s customer service will continue to accept existing methods of payments: by mail, in-person at 206 Industrial Pkwy, by telephone, as well as other online payment opportunities.

ERHWSC currently provides services for parts of Cameron and Willacy counties in the beautiful Rio Grande Valley of Texas.
ERHWSC is located in Cameron County, Texas, approximately 6 miles away from the U.S./Mexico border. The Corporation was created in the 1970’s to provide potable water service to the rural areas of Cameron County north of SH 100, east of US Highway 77/83, south of the Cameron/Willacy County line and the flood way, and east to the Laguna Madre, excluding the areas of Harlingen, Los Fresnos, San Benito, Combes, Rio Hondo and Laguna Madre Water District. ERHWSC provides potable water to an unincorporated area totaling approximately 24,000 people. Authority for water service is issued by Texas Commission on Environmental Quality (TCEQ) through Certificate of Convenience and Necessity (CCN) No. 11552. The system covers approximately 407 square miles and has approximately 7,250 retail water meters and an additional 500 meters served through three wholesale accounts.
ERHWSC has a wastewater treatment plant and collection system for the colonias of Lozano and Las Yescas and is authorized to provide wastewater (sewer) service under CCN No. 20861. Phase 1 of the wastewater improvements was funded by the United Stated Department of Agriculture-Rural Development. ERHWSC plans a second phase which will expand the phase 1 WWTP and collection system and will provide wastewater service for residents in the colonias of Arroyo Gardens, Lantana, Arroyo Colorado Estates, and San Vicente.
On September 5, 2003, Arroyo Water Supply Corporation’s (AWSC) board approved Resolution No. 0201 agreeing to a merger with ERHWSC. ERHWSC concurred with the merger by passing a Resolution on September 9, 2003. On October 12, 2003, AWSC held a membership referendum concerning the merger with ERHWSC and the referendum passed by 2/3rd vote. Articles of the Merger between AWSC and ERHWSC were signed in December 2003 and the merger took effect on January 1, 2004.
The ERHWSC operates 3 surface water treatment plants (WTP), one in Arroyo City, 0.675 Million Gallons Day (MGD), 2 near San Benito (3.2 MGD) & (8.0 MGD) and a brackish ground water Reverse Osmosis water treatment plant ( 2.0 MGD) west of Combes, Texas. ERHWSC operates its water treatment plants under TCEQ ID No. 000310096, 000310031 and 000310094.
ERHWSC supplements their water supply by purchasing potable water from the City of Harlingen Waterworks System through an existing interconnect, located just northwest of the Harlingen Airport. ERHWSC and the City of Harlingen have a contractual agreement that expires in February 2019, for the purchase of 6.0 million gallons per month (200,000 GPD) of treated potable water.
ERHWSC is currently designing or constructing transmission lines to connect the system with trunk lines from the east to the west end. ERHWSC’s Board and management team diligently strive to maintain quality service and high quality water for our members at a reasonable price.
To Apply For Water Service
Landowners in our service area wishing to apply for service need to contact our Business Office to make an appointment for new service. A Customer Service Representative will assist you in completing all the necessary documents. This consists of a Water Service Agreement, an Easement Agreement, and/or a Transfer Agreement. You must provide proof of ownership, that is, a Warranty Deed, Warranty Deed with Vendor’s Lien, etc., that shows fee simple title. East Rio Hondo Water Supply Corporation (ERHWSC) will conduct an initial Service Investigation ($100.00) to determine what fees must be paid. In some cases the landowner may be in a subdivision for which the developer has paid all fees up front, therefore no fees will be necessary. If the property is not in a subdivision where fees have been paid, once the investigation has been completed, our service representative will call or notify the customer by mail to inform him/her of the cost (See Meter Costs). The investigation fee will be deducted from the total cost of meter service. Once all necessary documents have been executed and all fees have been paid, a work order will be generated for the meter to be installed within the next five working days or other necessary construction or preparation for the installation of the meter will begin. In order for an account to stay active, the new member must pay the minimum amount due every month.
If the new service request is a transfer of an existing account, the previous owner (Seller) and the new owner (Buyer) must complete a Transfer of Service Agreement and the new owner will pay a $50.00 transfer fee. A final bill will be determined and sent to the previous owner. Proof of ownership, Water Service Agreement, and an easement are still required before the account can be transferred to the new owner.
Developers/Sub-dividers must call and ask for a Subdivision Application Packet, and the appropriate representative will inform you of the requirements.
