Primary Legislation, such as The Health and Safety at Work Act 1974 is substantiated or supported by secondary legislation known as `regulations`. The HSE and LAs enforce at local, regional and national levels - meaning that business of all sizes need to be highly aware of their evolving health and safety obligations. In 2005, revised `Noise at Work Regulations` and `Vibration at Work Regulations` were published and these are currently enforced.
