Scientific and Environmental Associates, Incorporated (dba SEA Consulting Group) was founded in 1983 by Ann Hayward Walker as a make-it-happen, technical company to support decision makers in all levels of government and industry. A core belief is that science - reliable facts about the way things work - should inform decisions about physical and social environments. In the absence of peer-reviewed science, the applied knowledge of practical speicalists and scientists can be valid and credible. The use of Associates in our name reflects another core belief that decision making often requires knowledge from a variety of disciplines - the physical and social sciences, technology - along with experience and intelligence. We are knowledge integrators.

In 1997, SEA headquarters moved from the Washington, DC area to the Hub Zone in Cape Charles, Virginia to become part of the newly opened Sustainable Technologies Industrial Park. We are committed to business practices and services which align with economic and environmental sustainability.

Historically, the firm’s specialty has been in the area of decision support for pollution-related matters that affect marine and fresh waters, especially those that involve emergency response, e.g., oil spills and hazmat releases, including Superfund-related programs. In the 1980s, we provided technical support to National Oceanic and Atmospheric Administration (NOAA), US Coast Guard, US Environmental Protection Agency, and the US Navy. In the 1990s, we expanded our practice into the private sector, as well as managing joint private-public partnership projects. Post 9/11/2001, SEA has sustained and built on our past experience to support new projects related to safety and security, disaster preparedness and response, as well as renewing our credentials in oil spills, dispersants, risk communications and stakeholder engagement.
