While many utilities may have a cross connection control (CCC) program, the utility may not be aware of where contamination is lurking within their water network. “Desktop” cross connection control programs may have been implemented solely to satisfy regulatory enforcement agencies; however, these type programs do not necessarily protect the drinking water network. Since undetected backflow scenarios happen daily, a more thorough analysis of potential risk is required. This webinar will provide insight from a consultant’s perspective on the development, implementation, and management of new and existing programs. Featured topics include case studies, incident repercussions, funding, human resources, record keeping, and recommended practices to minimize time and cost burdens. With the goal of reducing contaminated water incidents due to backflow, the webinar will focus on why water suppliers should develop a robust program, plan of action for program commencement, and overcoming obstacles to effective program implementation.

The webinar is intended to provide insight to prospective and experienced backflow prevention program managers with a focus on developing, implementing, and managing effective backflow prevention programs. The consultant panel will address specific tasks for implementing programs and troubleshoot potential issues associated with managing cross connection control.

The panel of presenters is a blend of consultants, some with backgrounds in state enforcement and municipal government, each offering a unique perspective and valuable insight on backflow prevention program development, implementation, and management. The webinar will address the importance of establishing policies and procedures, surveying to identify hazards, and documenting program activities through proper record keeping. Topics such as incident repercussions, human resources, funding, education, and improved efficiency will be discussed. A key takeaway from the presentation will be insight into the means and methods used to minimize time and cost burdens while maintaining the integrity of a backflow program.

The webinar is intended to address the concerns of the respondents to the CCC Committee survey from 2016. Specifically, the webinar is intended to provide a 'blueprint' for program managers to properly implement an effective program through the identification of required tasks. Additionally, the presenters will explore potential obstacles and provide insight into obstacle resolution. The webinar will also focus on minimizing time and cost burdens by improving efficiency of operations for program managers.

  1. understand how to establish an effective program,
  2. evaluate implementation principles for developing policies and procedures,
  3. recognize and conquer obstacles in developing an effective program, and
  4. minimize time and cost burdens.
