Iain Gray has called on the Scottish government to provide £15 million for green vehicles in local authorities.
The Scottish Labour leader pointed out that just 23 cars out of the 20,000 vehicles owned by councils are electric or hybrid vehicles.
He added that the government's funding, if matched with a similar investment from councils, could allow the local authorities to buy as many as 2,000 new green cars.
Mr Gray said: 'The first minister must now make an immediate start by following the UK government's lead down south with a £3 million fund for hybrid buses.'
He added: 'Scottish local authorities have a fleet of over 20,000 vehicles and only 23 of them are electric or hybrid vehicles. We need to turn this into a clean, green fleet of cars, buses and vans with zero emissions.'
Last month, the Scottish government announced that it is planning to make all public sector vehicles low carbon by 2020.
