The Mayor of London Boris Johnson has launched the final version of his Air Quality Strategy. The final strategy follows two earlier drafts released during 2009 and 2010.
The strategy includes a welcome commitment to investigate an 'inner' Low Emission Zone based on the congestion charging boundaries, and retains the commitment to ensure all development in London is at least 'air quality neutral'. A new section on 'Maximising the Benefits of Low to Zero Carbon Energy Supply' sets out policy for managing emissions from biomass boilers and combined heat and power through the planning system.
