Southwark Council decided in 1999 to demolish and redevelop the former buildings on Elmington Sites A and B, following the discovery of major structural defects with the buildings. Following this decision, planning permission was granted in May 2001 (ref. 00001614) for the redevelopment of the Elmington Sites A and B to provide 232 residential units for social rent including 112 one and two bedroom flats and 120 houses ranging in size from two to six bedrooms. This original masterplan proposed a rolling programme of decant, demolition and new build development within three phases as follows:
Phase 1 – 136 units for social rent to re-house tenants displaced by development; page 5
Phase 2 – 89 units for social rent to re-house those households who were not accommodated in Phase 1 and surplus units to meet general housing need; and
Phase 3 – 6 units for social rent and 77 units for private sale.

Catalyst Housing Ltd and its private developer arm, Catalyst by Design, have appointed Ardmore Construction Ltd as the main contractor for Portobello Square – the first phase of the Wornington Green Estate regeneration project. Work started in January 2012. The Wornington Green Estate is owned and managed by Catalyst Housing Ltd. Over a number of phases, Catalyst plans to undertake a full redevelopment of the Estate which is situated at the northern end of the Royal Borough of Kensington and Chelsea, bounded by Portobello Road to the West, the main Paddington/West Country railway line to the North and Golborne Road to the South. Phase 1 will deliver 324 new mixed tenure homes – 141 for private sale, 174 affordable and 9 for shared ownership. The scheme also includes re-provision of a public park and retail units.
