MEP Releases Evaluation Results for 2012 National Reduction of Total Pollution

CNPC and Sinopec Fail to Meet the Reduction Targets of COD and NOx Respectively

MEP official reveals today that the ministry has worked with National Bureau of Statistics of China and NDRC recently to evaluate the performance of all provinces, autonomous regions and municipalities and eight state-owned enterprises on total pollution reduction in 2012. Results indicate that Sinopec fails to meet the reduction target of COD and CNPC fails to achieve NOx reduction target.

According to evaluation, in 2012, China increased daily sewage treatment capacity by 12.94 million tons in cities and towns (including towns and industrial parks), daily reuse capacity of reclaimed water by 3.01 million tons and 315 advanced treatment through oxidation and recycling projects by paper making and dying and printing companies. 250 thermal units with an installed capacity of 96.7 million kw established denitration facilities, bringing the total installed capacity of denitration units to 226 million kw, growing from 16.9% of the total in 2011 to 27.6%. Desulphurization units with a total capacity of 47.25 million kw were put into operation and the flue gas bypass of desulphurization facilities were removed from 289 in-service units with a total installed capacity of 127 million kw, improving the overall desulphurization efficiency from 85% to more than 90%. 97 FDG facilities for iron & steel sintering machines were added with sintering area of 18,000 sq. m. 148 NSP cement production lines with daily production capacity of 523,000 tons cement clinker were equipped with denitration facilities. 8630 large scale raising farms improved sewage treatment facilities and solid waste disposal facilities, improving the removal efficiency of COD and NH3 by 9 percentage points and 28 percentage points respectively. 1.32 million yellow label cars were eliminated and phase-out of backward production capacity continued in such sectors as papermaking, printing & dyeing, electric power, iron & steel and cement. In 2012, the discharge of COD totaled 24.237 million tons across the country, down 3.05% year on year and NH3 2.536 million tons, down by 2.62%. emissions of SO2 and NOx reached 21.176 million tons and 23.378 million tons, representing a reduction of 4.52% and 2.77% year on year respectively.

The evaluation results showed that the 31 provinces, autonomous regions and municipalities, Xinjiang Production & Construction Corps. and the six state-owned enterprises including Huaneng Group, Datang Group, China Huadian Corporation, China Guodian Corporation, China Power Investment Corporation and Shenhua Group all met the target of total pollution reduction in 2012 and passed the annual evaluation. CNPC and Sinopec, however, failed to pass the evaluation. CNPC did not meet the reduction target for COD and Sinopec failed on NOx.

Huaneng Group, Datang Group, China Huadian Corporation, China Guodian Corporation, China Power Investment Corporation and Shenhua Group emitted 4.269 million tons of SO2 altogether, down 8.62% year on year and their total emissions of NOx stood at 6.4592 million tons, down 8.26%. CNPC achieved reductions of COD, NH3 and SO2 by 0.08%, 1.33% and 1.62% respectively while emissions of NOx rose by 3.26%. It did not accomplish the target of reducing COD by 0.6% for 2012. Sinopec reduced discharge of COD, NH3 and SO2 by 2.62%, 1.91% and 3.90% respectively but its emission of NOx grew by 1.28%, which was planned to be zero growth for 2012.

MEP official noted that, according to relevant regulations, EIA of any new, reformed or expanded oil refining projects of CNPC and Sinopec, excluding projects on oil upgrading and emission reduction and energy conservation, will be suspended upon the date when the results were announced.
