NATIONAL REFORM PROGRAMMES - Bringing Sustainable Development into the Lisbon process - Toolkit for environmental NGOs

By the 15th October, all EU Member States are expected to have developed NATIONAL REFORM PROGRAMMES. The Programmes are required in order to implement the Lisbon Strategy, agreed by EU’s political leaders, to boost the economies of the EU. These Programmes can put environmental agendas under pressure, but they can also be supportive of environmental objectives. Which side they will go will partly depend on the interest of environmental NGO’s on the national level and the willingness of national governments and other stakeholders.

EU’s political leaders, meeting in the European Council of March, explicitly decided that “civil society” should have a role in the drafting and implementation of these National Reform Programmes. However, not all governments will invite environmental organisations immediately. They might have to be reminded of the March Agreement.
