No new national emission ceilings directive until 2013

The European Commission has delayed revision of the National Emission Ceilings Directive (NECD) until 2013. The current Directive sets targets to 2010, and groups such as Environmental Protection UK have been pushing for immediate revisions to ensure that the process of emissions reduction didn't loose momentum.
The NECD sets limits (in tonnes) on the total quantity of pollutants that each EU member state can emit. The intention of the Directive is to reduce background concentrations of pollutants and stop member states from polluting each other, for example as seen with the 'acid rain' problem in Scandinavia. The UK recently announced that it was likely to meet all NECD targets for 2010 (link to news item).
The European Commission now plans to review all European air quality legislation in 2013. In his statement on the decision Environment Commissioner Janez Potocnik said: 'The NEC directive has been due for revision for some time but in the College's opinion a 'stand alone' revision would not fully benefit from synergies with other policy measures in the pipeline and/or envisaged.
'One could expect such synergies to come out, for example, from the ongoing evaluation of the 6th Environmental Action Programme, our climate change policy and a range of industrial and technological policies'.
