The Finnish company Lamor Corporation Ab wins EU tender for oil spill response
LAMOR WINS A MAJOR SERVICE CONTRACT FROM EUROPEAN MARITIME SAFETY AGENCY
Lamor Corporation Ab, a Finnish company specialized in environmental protection, has entered into a significant agreement for improving oil spill response readiness in the entire Baltic Sea. Lamor has been awarded an international tender organized by the EU founded European Maritime Safety Agency for oil spill response on European waters. The 'stand-by' response readiness contract for three years is worth more than four million euros. As an outcome of the agreement with EMSA, Lamor will found oil spill response centres in Porvoo, Finland and in Copenhagen, Denmark.
The solution offered by Lamor is based on a pool of five vessels dedicated to the Baltic Sea oil trade (bunkering, ship-to-ship-transfer). Each vessel will be modified to ensure rapid installation of specialized oil pollution response equipment from either of the two stockpiles located in Porvoo and in Copenhagen. Lamor has made an agreement with the Danish shipping company O.W. Bunker & Trading A/S regarding supply and logistics, in order to mobilize the vessels for oil spill response in case of an accident. In addition to delivering the oil spill response equipment, Lamor will also provide training and organization of regular exercises for the crew of the vessels, as well as participating in joint oil pollution combating exercises in the Baltic Sea.
- This contract is a substantial addition to the Baltic response readiness, which secures a rapid and efficient response to oil spills. The newly attained contract with EMSA also significantly supports Lamor's drive for oil spill response centres throughout Europe. As a result of the agreement, Lamor places stockpiles of oil spill response equipment in strategically important locations, in Finland; Porvoo and in Denmark; Copenhagen. Accordingly, this project can be regarded simultaneously as the start-up of Lamor's oil spill response ventures in Denmark, said Pekka Eskelinen, Lamor Sales Director.
Five tankers prepared for oil spill response
In case of an oil spill accident, Lamor will mobilize one or several of the five vessels for oil spill response. The tank capacity of the vessels is significant, over 10,000 cubic metres, and the vessels can operate in difficult weather conditions. The tankers, once mobilized, will arrive within 24 hours at the scene of the accident in the Baltic Sea area, which extends from St. Petersburg to the straits of Denmark. The chosen vessels will be called to a suitable harbour, where Lamor oil spill response equipment will be installed. Simultaneously, Lamor personnel will board the vessels, complementing the crew that is fully trained to assist in oil spill response. The oil spill response equipment on the vessels consists of equipment manufactured by Lamor, including arctic oil skimmers, which are stored at Lamor's own oil spill response centre in Porvoo, Finland. The equipment also includes an oil monitoring / detection system, which enables efficient oil spill response in all weathers around the clock.
The first vessels ready for oil pollution combating in March
According to EMSA, Lamor's concept was clearly the most functional and advanced solution for improving oil spill response preparedness in the Baltic region compared to other existing response contracts in the sea and coastal areas. The first vessel will be ready for oil pollution combating by March 2006.
The European Union founded the European Maritime Safety Agency - EMSA in the aftermaths of the Erika (1999) and Prestige (2002) oil accidents. EMSA's mandate is to improve the maritime safety in the European Union. EMSA's goal and mission is to reduce maritime accidents, environmental accidents caused by vessels and loss of human lives in the European sea areas. The European commission achieves through EMSA additional capacity for oil spill response on the European sea and coastal areas, covering the Baltic, the West of the English Channel region, the Atlantic coastal region as well as the East Mediterranean.
Lamor Corporation Ab, founded in 1982, is a Finnish family-owned company, which is specialized in supplying complete solutions for oil spill response and environmental protection. Lamor started its business activity by installing oil spill response equipment in Soviet vessels. After several stages, Lamor has developed from being a manufacturer and developer of oil spill response equipment to a supplier of complete oil spill response solutions as well as becoming a vanguard of the field. Lamor's head-office is in Porvoo, Finland and the company has a network of contract engineering workshops and subcontractors in Finland. The company has 25 employees in Finland.
