Umbrella body needed for battery publicity campaign
The battery recycling proposals need a coordinating body to oversee a publicity campaign, according to electrical and electronic producer compliance scheme European Recycling Platform.
Speaking to MRW, general manager Scott Butler said: “The battery recycling targets require all partners to work together quite closely. This requires producers, retailers and reprocessors to work together. But the requirements in the latest consultation do not seem to recognise that. Instead it seems to encourage more competition and less coordination.”
Butler said that there needs to be a coordinating body that will ensure BCSs will work together especially on promoting publicity campaigns on battery recycling to the public. He said that plans to make each scheme responsible for publicising battery recycling to consumers will lack coordination and deliver mixed messages to the public.
Butler believes the cost of compliance could be prohibitive. He said: “The Government’s plans are more expensive than they need to be and in some areas don’t make environmental sense.
This could undermine public support for battery recycling. We hope that this consultation will result in some major changes to the proposals.”
Recycling company WasteCare chief executive Peter Hunt said that producers would face financial burdens on their business because costs to join producer compliance schemes are “stratospherically expensive” (see MRW story).
Butler also said that the Government needed to encourage development of “more efficient networks of battery collection” such as reverse haulage, using empty trucks on their return journey from delivering goods.
