WNEC can provide engineering evaluations of existing vapor control systems (including vapor holder and vapor piping requirements), liquid product distribution systems, or wastewater treatment facilities. As an example, in the vapor control field, WNEC can determine if an existing vapor control system is able to accommodate additional loading from the loading operations. If the system is to be relocated, WNEC can determine if the existing system is capable of meeting the environmental requirements of the new location. If a vapor holder and vapor blower are utilized, WNEC has the expertise to evaluate the capacity of the vapor control system. If the study indicates that the capacity is insufficient, WNEC can determine if there are system bottlenecks and make recommendations on the most cost-effective method to meet the new requirements.

WNEC can prepare economic evaluations to determine the best selection of a vapor control device. The economic evaluation must take into account cost of electrical power, fuel gas if required and the value of the product. It must also take into consideration site conditions, product throughput (current and projected future throughput) and emission regulations (current and currently proposed).

Optimization studies can determine the ideal operating conditions of the vapor control equipment to minimize operating cost while meeting the emissions requirements.
