CAPACCIO assists our clients in filing required air emission reports as required by issued air permits, or state regulatory requirements. These reports document was to document the processes, equipment, and associated emissions from their operation during the reporting year. The reports are filed via mail and, more commonly, electronically utilizing state forms or online submittal tools. We work with our clients to assure that the data they collect accurately reflects how their emissions need to be calculated and reported to the state.

The reports included a review of facility operations, identification of GHG emission sources, development of methodologies for collection of data, and calculation of emissions. The reports relied heavily on the Climate Registry’s General Reporting Protocol as required by MassDEP regulation and were submitted electronically utilizing the Climate Registry Information System (CRIS).

CAPACCIO conducted a GHG emissions survey for a client that manufactures sporting goods equipment. The survey included a complete review of facility operations at two manufacturing plants. A physical inventory of the plants was conducted and interviews of staff performed. The findings of the survey were delivered to the client in a report that identified the plants GHG emissions sources, estimated actual GHG emissions, and the applicability of the Massachusetts and EPA mandatory GHG reporting rules to the plants. Additional work included research on carbon dioxide (CO2) emissions from the use of isocyanate coatings at the plants. This work entailed discussion with coating manufacturers and chemists at the plants. A chemical mass balance model was created to calculate CO2 emissions based on coating use.

Following submittal of the GHG reports, the company was provided with copies of all information gathered and compiled in preparation for the reports, along with summaries of the calculations and estimating methods used to complete the emissions inventory and reporting required. This information was presented in a single document for future verification use.

CAPACCIO conducted an air compliance audit at this client’s New Hampshire facility to determine the facility’s regulatory compliance to applicable state and federal air pollution control regulations. The review included new source performance standards (NSPS), stratospheric ozone protection, National Emissions Standards for Hazardous Air Pollutants (NESHAP), mandatory greenhouse gas (GHG) reporting, and prevention and significant deterioration and Title V GHG Tailoring Rule.

Air Permit Review
In anticipation of a planned expansion and upgrade, CAPACCIO reviewed the client’s facility operations and air permitting status to determine the facility’s permit needs for the future. The client operates fuel utilization equipment under a Restricted Emission Status (RES) permit issued by the Massachusetts Department of Environmental Protection (MassDEP) which limited air pollutant emissions from the combustion of fuels to less than major source levels.
CAPACCIO reviewed the existing facility operations to determine compliance to issued air plan approvals. CAPACCIO also determined the applicability of MassDEP air pollution control regulations to equipment and facility operations. CAPACCIO conducted up to two one day visits to tour the buildings and identify sources of air emissions, to review installed fuel utilization equipment (e.g. boilers, heaters, and emergency generators) and plans for future expansion related to air emissions, and review onsite records pertaining to air permitting and tracking of air emissions.
CAPACCIO supplied the client with a report summarizing what MassDEP air regulations and exemptions were applicable to the facility and operations. The letter stated CAPACCIO’s finding of compliance to the issued air plan approvals and made recommendations on what permitting options may best meet the client’s future facility operation scenarios.

Air Permit to limit GHG emissions
Our client had the potential to emit GHGs (as carbon dioxide equivalents; CO2e) in amounts greater than 100 tons per year. In order to avoid the requirement to file a Title V operating permit, the facility chose instead to file an air permit application with the MassDEP to limit GHG emissions from the facility to less than major source levels. The approval issued was one of the first in the state to be approved for GHG emissions control.

Title V Permit Renewal
CAPACCIO assisted a manufacturer of adhesive backed material in filing a renewal application for its Massachusetts Operating Permit (e.g., Title V). The project entailed a thorough evaluation of emission sources at the facility, including a review of pollution control system operating procedures and recordkeeping procedures. The renewal included multiple source updates as well as corrections for omissions and inaccuracies which were not discovered in the previous OP approval.

Non-Major Comprehensive Plan Approval Submittal
CAPACCIO assisted a chemical batch processor in filing of a non-major Comprehensive Plan Approval (CPA) for the control of volatile organic compound (VOC) emissions from facility operations. Part of the best available control technology (BACT) analyses was the operation of a biofiltration pilot plant for control of VOC emissions. Ultimately, a regenerative thermal oxidizer (RTO) was installed to control the process area which was operated as a permanent total enclosure to assure 100% capture of VOC emissions.

Non-Major Comprehensive Plan Approval Submittal
CAPACCIO assisted the manufacturer of flotation products in filing an air permit application to remove a RTO which had been installed to control VOC emissions, from service. The removal was requested as performance testing conducted on the RTO after installation, indicated that VOC emissions were well below limits requiring installation of controls. This was caused by an incorrect calculation of emissions from the process which did not account for the reduction of VOC emissions generation due to process chemistries. CAPACCIO worked with the client’s process engineers and the MassDEP to correct the original process calculations and receive approval to remove the RTO from service.

CAPACCIO assisted a processor of food waste who operated a fat, oil, and grease separation process in filing an air permit application for installation of odor control equipment. Fugitive odors from holding tanks and separation processes were collected and routed to a combination activated carbon and biofiltration odor control system. CAPACCIO conducted an air compliance audit at this client’s New Hampshire facility to determine the facility’s regulatory compliance to applicable state and federal air pollution control regulations.
