Greenhouse Gas Reporting: The United State Environmental Protection Agency (EPA) recently finalized the Mandatory Reporting of Greenhouse Gases Rule (74 FR 56260) which requires reporting of greenhouse gas (GHG) data and other relevant information from large sources and suppliers in the United States. The purpose of the rule is to collect accurate and timely GHG data to inform future policy decisions. In general, the Rule is referred to as 40 CFR Part 98 (Part 98). Implementation of Part 98 is referred to as the Greenhouse Gas Reporting Program (GHGRP). JBR has been deeply involved in the review and implementation of both Part 98 and the GHGRP. This provides JBR with a unique expertise to assist regulated entities through the often complicated process of tracking onsite information, calculating subsequent emissions and accurately reporting those emissions to EPA. JBR can assist in all aspects of GHG reporting and can help ensure complete compliance with EPA regulations.

On May 13, 2010, EPA finalized an approach for tailoring Clean Air Act permitting programs to address greenhouse gas (GHG) emissions. The final rule often referred to as the 'GHG Tailoring Rule' was published in the Federal Register on June 3rd (75 FR 31514). The rule is intended to introduce GHG permitting requirements to industrial facilities. The rule will initially apply to only large utility and industrial sources but will then apply to additional sources in phases, which began implementing January, 2011.

Based on JBR's extensive experience with Prevention of Significant Deterioration (PSD) and New Source Review (NSR) permitting, JBR is well prepared for the introduction of GHG emissions into the air quality permitting process. JBR can assist in demining the applicability of GHG permitting to industrial sources. Should GHG permitting be required, JBR can provide assistance throughout the entire GHG permitting process.
