As deforestation and forest degradation in developing countries accounts for approximately 20% of annual global greenhouse gas emissions, measures to Reduce Emissions from Deforestation and forest Degradation (REDD+) are considered essential to prevent dangerous climate change. An international climate agreement including REDD+ is under negotiation by the Parties to the United Nations Framework Convention on Climate Change. In the meantime, early action on REDD+ is being undertaken by many countries, institutions and organisations.

Within this framework of evolving developments in REDD+ policy, technical and implementation strategies, and as governments seek to build technical and institutional capacities for REDD+, our practical work on REDD+ implementation is best demonstrated by our ability to deliver a range of services:

  • Upstream REDD+ policy support – we advise on global REDD+ funds, support a range of readiness frameworks (FCPF, UNREDD), design investment strategies (FIP), conduct opportunity cost assessments, national and subnational reference levels/reference emission levels and MRV systems.
  • Building REDD+ institutional capacity – we improve capabilities to serve REDD+ focal points via greater access to relevant information, international policy and technical assistance.
  • Legal analysis – we provide advice and analysis to ensure developers have an in-depth understanding of domestic law and policy from a project development and investment perspective where rights, interests, and benefit sharing are paramount.
  • Detailed project design - we provide advisory services related to every step of forest carbon project design and implementation:
  • Project identification

Preliminary assessment of project eligibility, additionality, GHG emissions reduction potential and economic viability;

Project feasibility assessment
Identification of baseline and eligible AFOLU and REDD+ methodologies, assessment of leakage threat and other risks, barrier analysis and environmental and social impacts); and

  • Project design / implementation

Design and development of forest carbon projects to validation under voluntary standards.

  • Reference scenarios – in developing the reference scenario, we distinguish the “business as usual” baseline development process and the development of a reference scenario for assessing results-based activities and actions.
  • Monitoring, reporting and verification system – we design and deliver support to MRV frameworks and processes by analysing the cost-benefit of different approaches and collaborating with key institutions to deliver inventory, land cover and mapping services.
  • Benefit sharing mechanisms – we work with project partners to build systems that ensure REDD+ related benefit flows could be more stable, regular and long term than other sources of income, such as existing employment, and could enhance the security of the poor in the face of events such as changes in market prices or natural disasters.
  • Fund management structures – our services in this area include designing and managing climate investment funds such as the Congo Basin Forest Fund, and monitoring and evaluating large-scale REDD+ investments such as the Norwegian International Climate and Forest Initiative.
  • Policy engagement strategies – we help ensure REDD+ strategies to support policy and consultation dialogue processe are linked to FLEGT+ processes and vice versa.
  • Capacity assessments – we assess REDD+ strategy implementation frameworks, in terms of capacity requirements, financial support needed, and gaps existing with regard to potentially available resources.
  • Private sector compliance support – we help private companies understand the REDD+ regulatory requirements and market opportunities which inform sound sustainability practice.
  • Monitoring and evaluation – we assess the impact, relevance, effectiveness and sustainability at REDD+ policy, programmatic and project levels.
