Underground Storage Tanks (USTs) have been referred to as toxic time bombs. These are the result of USTs that have not been managed, have exceeded their life expectancy, or were not installed properly. May residential USTs that contained fuel oil were abandoned in place once natural gas services were provided in urban environments. Many of the USTs removed have been corroded and allowed groundwater or surface water drainage to enter. Most abandoned USTs still contain fuel oil, although they are reported to be pumped out. The fuel oil floats on the accumulated water and allows the fuel oil to escape.

Newer regulations require the installation of double walled piping and tanks, spill containment systems and automatic monitoring systems. Older properties did not have these newer installation requirements to reduce their environmental liability.
