What is BioPreferred?
BioPreferred is a registered trademark and term used by the United States Department of Agriculture (USDA) to characterize minimum levels of biocontent required in commercial or industrial products for purchases made by all federal agencies and their contractors. The USDA BioPreferred Program also establishes a voluntary certification and labeling program backed by the integrity of ASTM standards.
Why does BioPreferred Matter?
Two acts of legislation, the Food Security and Rural Investment Act of 2002 and the Food Conservation and Energy Act of 2008 establish requirements for the U.S. Government and its contractors to buy and use products that are biobased. On January 23, 2007, President Bush signed Executive Order 13423 that instructed federal agencies, among other things, to expand purchase of environmentally sound goods and services, including biobased products. Additionally, on October 5, 2009, President Obama expanded on EO 13423 and signed Executive Order 13514 requiring federal agencies to measure, manage and reduce greenhouse gases in part by purchasing biobased products in 95% of all applicable contracts. More recently on February 21, 2012, President Obama issued a memorandum instructing federal agencies to track and increase their purchase of biobased products for the economy, the environment and to reduce petroleum use.
