Soil and ground water contamination by chlorinated solvents was discovered at a former industrial chemical mixing facility that was to be redeveloped as a shopping center. The contamination had leached from the soil underlying a drum storage area into ground water and spread across the property. While the area of contamination was relatively small (5,000 square feet) and contaminant concentrations were relatively low, the responsible party implemented aggressive remediation to meet a pending closing and post-transaction development plan.
