Water and Wastewater Management Services

Alliance provides comprehensive water and wastewater management, operations, and maintenance services to municipalities and utility districts in the Midwest. Every Alliance contract is carefully structured to meet the needs of the community, whether it is a bustling city, an expanding rural water or wastewater district, a small town, or a major industrial facility.

Municipal Contract Operations Services

For municipalities with a variety of needs and resources, Alliance tailors its contract operations approaches to provide exactly the services the city requires while rigorously managing costs and ensuring regulatory compliance. For some cities, the focus is on treatment plant operations, rigorous preventive maintenance, and outstanding professional and technical personnel. For others, our contract operations are more extensive, and include O&M for entire systems, including pipeline, storage, and pumping facilities, supporting capital improvement programs, or even meter reading and billing services.

Water and Wastewater District Management and Operations Services

Water and wastewater districts (including those serving rapidly growing as well as rural areas) come to Alliance for a total approach to system-wide management and operations. This includes not only treatment plant and system O&M but comprehensive financial and business management, from computerized utility billing and collections to customer service, long range planning, regulatory coordination, and management of capital improvement programs. Board members can turn their focus to “big-picture” issues and allow Alliance to handle day-to-day operation, personnel, and customer service duties.

Industrial Operations and Maintenance Services

In its role as a contract operator and manager for cities and communities, Alliance also operates state-of-the-art water and wastewater treatment facilities that meet the needs of some of America’s leading manufacturers, in addition to major correctional centers, colleges and universities, resort areas, large retail complexes, and a variety of other commercial users.

To optimize resources for communities, Alliance can combine a broad variety of public works services along with its core water and wastewater operations and management services. Tailored to the needs of the individual community, these combined services add up to a flexible, cost effective approach with impressive benefits: a single, well-managed, cross-trained workforce; co-utilization of equipment and resources; and increased cost effectiveness.

Project Mangement Services

For communities who cannot afford to keep a dedicated licensed engineer on staff, Alliance Water Resources offers complete project management. A project management specialist gets the most out of infrastructure investment by maximizing efficiency and ensuring quality. Complete project management services include: overseeing community projects from conception to completion; managing all aspects of planning and budgeting; overseeing design and construction; assisting with consultant selection, contractor bid awards, contract management and project closeout. Existing clients, as well as communities that do not currently contract with Alliance, can choose these services as an alternative or preview to a long-term operations agreement.
